**The Federal Intergovernmental Transfer Program is expected to be entirely phased out over the
next few years
On 2/5/08, Governor Rendell released his proposed budget for state Fiscal Year 2008-09. (The state Fiscal Year begins July 1, 2008 and ends June 30, 2009.)Throughout February and March, the Pennsylvania Senate and House Appropriations Committees will hold separate, department-by-department budget hearings. After the hearings, the budget will be reviewed and debated by the Pennsylvania Legislature before development of the final spending plan for the state.
GOVERNOR’S PROPOSED DRUG AND ALCOHOL BUDGET
Department of Health, Bureau of Drug and Alcohol Programs:
State Assistance:
-- Level funding to the Bureau of Drug and Alcohol Program for a total of $42.602 million
-- Level funding to the Bureau of Drug and Alcohol Programs from the Liquor Control Board for education programs for a total of $2.121 million
Projected Federal Funding:
-- A projected increase of $322 thousand for a total of $57.041 million to the Federal Drug and Alcohol Block Grant
Department of Public Welfare:
-- Level funding to the Behavioral Health Services Initiative for a total of $45.300 million. (Drug and Alcohol receives approximately 55% of this line.)
-- Level funding to the state share of
the Intergovernmental Transfer Program for a total of $12.107 million.
The rest of this line item is negotiated between the state and the
County
Commissioners after passage of the state budget. The Federal
Intergovernmental Transfer Program is expected to be entirely phased out
over the next few years.
-- Level funding to Act 152 for a total of $16.227 million.
PA Commission on Crime and Delinquency:
-- A decrease of $195 thousand to the Intermediate Punishment Drug and Alcohol Treatment program for a total of $17.805 million
