The Director of Clinical Programs is a leader of clinical services provided by the agency.
The Director of Clinical Programs is a full time position reporting to and supervised by
the Executive Director. This position is responsible for developing, implementing and
overseeing services offered by the agency to its clients, constituents and target
audiences. The Director of Clinical Programs will supervise Clinical Supervisors, Project
Leaders, and/ or may supervise direct care staff where there is not another supervisor.
The Director of Clinical Programs is responsible for referral relationships, licensing and
regulatory compliance, and assuring quality of programs as well as meeting program
outcomes. The Director of Clinical Programs provides input and feedback to the
Executive Director re: the needs of the target community and opportunities for the
agency to fulfill its mission.

This position requires an LCSW, with PhD in psychology or related field preferred, a minimum of 5 years clinical mental health/D&A supervision experience and 5 years of administrative supervisory experience. Knowledge of LGBTQ and HIV/AIDS issues and grant writing experience is preferred.

Key Performance Area: Program Development
Performance Standards: The Director of Clinical Programs will:

1. Establish and accomplish annual goals and program outcomes for each service under their direction
2. Implement new services offered at the agency, assuring resources, training, procedures, and outcomes tracking are in place
3. Identify new service opportunities being made available by funding sources or changes in our fields of service
4. Identify service needs based on assessment of target population needs and interest in services
5. improve existing programs, evolving them to better meet the needs of participants and remaining on the cutting edge of best practices
6. Identify new reimbursement mechanisms and position the agency and staff to qualify to receive that funding as appropriate.
7. Work with community organizations to develop collaborative partnerships to meet programmatic needs and assure the fulfillment of those agreements.

Key Performance Area: Supervision/Staff Development
Performance Standards: The Director of Clinical Programs will:

1. Hire, train and develop and supervise staff to work in assigned programs
2. Directly observe supervisees completing their work and process these observations with supervisees
3. Train and direct staff to provide quality care to counseling center clients
4. Provide back up and support to staff during client crisis situations
5. Assure that all agency hires meet qualification and have required personnel file paperwork
6. Assure that staff have annual individual development plans and evaluations

Key Performance Area: Regulatory/Contract Compliance
Performance Standards: The Director of Clinical Programs will:

1. Oversee program licenses and assure that programs are operating according to applicable regulations and standards
2. Know the contractors/ customers for each service and assure their satisfaction
3. Review program/service contracts. Develop, implement and oversee that all services meet contractual requirements
4. Complete and submit required reports on program activities to the ED and contractors
5. Write policies / procedures as needed to accompany program activities

Key Performance Area: Quality Assurance / Program Outcomes
Performance Standards: the Director of Clinical Programs will:

1. Know the intended outputs and outcomes of each program under their direction
2. Establish methods to collect and evaluate data to measure the success of programs
3. Conduct satisfaction surveys of consumers 2x/yr. and utilize feedback to improve programs
4. Respond to client service needs, consumer feedback, grievances
5. Assure that programs are operating within established program policies and procedures
6. Lead quality improvement projects to improve program efficiencies and impact
7. Provide reports to ED and contractors regarding program measurable outcomes, successes, client impact and plans for improvement when necessary

Key Performance Area: Fiscal Operations
Performance Standards: The Director of Clinical Programs will:

1. Work with ED and senior management team to create annual program budgets under their direction and assure that programs and projects operate within their budgetary plans
2. Assure that clients are assigned to appropriate therapists in accordance with client need, therapist qualifications and reimbursement requirements
3. Identify and implement ways to improve cost efficiency in service delivery
4. Review monthly program reports and assure staff meet productivity standards and reach revenue goals
5. Work with fiscal/billing department and supervisees to assure that program activities are billed/invoiced and that systems are in place to assure agency reimbursement for all services delivered
6. Work with Fiscal and Operations Director to create and submit accurate and timely reports of services to contractors
7. Approve expenditures requests from supervisees

Key Performance Area: Training /Education
Performance Standards: The Director of Clinical Programs will:

1. Share their knowledge, expertise, and skill as a therapist and/or administrator either through creating and providing education training workshops, seminars, etc. or through a case or other consultation
2. Assure that clinical staff have annual training needs evaluations and receive the type and amount of training necessary for their position. Develop an annual calendar of training that meets staff needs and licensing/contractual requirements
3. Respond to requests for external training programs when needed
