This position will provide clinical and administrative leadership for the daily operations of the inpatient treatment programs as well as the outpatient treatment programs. The duties and responsibilities will include working collaboratively with the clinical supervisors and the accounting manager in areas of program planning, budgeting, fiscal management, physical plant management, personnel management, and staff performance assessment. The Program Manager is also responsible for oversight of the use of data, reporting, program evaluation, quality control/assurance and the overall monitoring of inpatient and outpatient services as well as maintaining an accurate file of all program contracts.

Responsibilities

1. Responsible for the oversight and monitoring of the inpatient programs and the outpatient programs as it relates to compliance.
2. Provides direct clinical support to clinical supervisors and administrative supervision to direct reports.
3. Supports Clinical Supervisors with program management ensuring evidence-based practices are used.
4. Oversees the coordination and compliance with DDAP.
5. Serve as the primary contact with DDAP, York/Adams Drug and Alcohol as well as all funders.
6. Develop, support, and oversee all policies and procedures related to residential and outpatient program operations.
7. Provides direct supervision to the office manager, Food Service Manager, Maintenance Manager, and the Tech Supervisor.
8. Responsible for all facility maintenance tasks, including building upkeep, random inspections, securing all relevant building code licenses and capital improvement renovations.
9. Develop and maintain annual budgets, including procurement to prepare, submit and manage operations.
10. Develop relationships with churches, community organizations townships, and business to build volunteer supports and resources to support with public relations.
11. Complete and submit all administrative reports in a timely manner and attend all applicable Management meetings internally and externally.
12. Other duties as assigned.

Qualifications

(1) A Master’s Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services), public administration, business management or other related field and 2 years of experience in a human service agency, preferably in a drug and alcohol setting, which includes supervision of others, direct service and program planning.
(2) A Bachelor’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services), public administration, business management or other related field and 3 years of experience in a human service agency, preferably in a drug and alcohol setting, which includes supervision of others, direct service and program planning.
(3) An Associate Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services), public administration, business management or other related field and 4 years of experience in a human service agency, preferably in a drug and alcohol setting, which includes supervision of others, direct service and program planning.
Physical Demands:
The physical demands described in this section are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties described herein, the employee is regularly required to talk, hear, stand, walk, maneuver stairs, sit, stoop, kneel, crouch and crawl. The employee must occasionally lift and/or move up to 15 pounds. Specific vision capabilities required by this position include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
Work Location/Environment:
The position will be housed in our 1300 Woodberry Road office.
This position may involve occasional travel to other worksites, all within York County.
While performing the duties of this position, the employee is occasionally exposed to wet and/or humid conditions and outside weather conditions. The noise level in the work environment is generally moderate.
