The Certified Recovery Specialist (CRS) is a professional in the field of recovery support service care coordination. In the said role, the qualified CRS will serve as a role model, coach, advocate, and motivator to recovering individuals as they assist in the initiation of recovery by infusing continuity of treatment with recovery support services. The CRS will work with the clinical team and medical team to provide services to the individual receiving services. The CRS will provide resources to the client, such as employment searching, housing, recovery meetings, transportation, and much more.

1. CRS will be qualified to provide the core functions of drug & alcohol case management (that is: screening; level of care assessment; and case coordination).
2. The core functions of drug & alcohol case management are the following: a. Screening: is designed to determine an individual’s need for a referral to emergent care services and/or need for a referral for a level of care assessment.
b. Level of Care Assessment: is designed to ascertain treatment needs based on the degree and severity of alcohol and other drug use/abuse through the
development of a comprehensive confidential personal history, including significant medical, social, occupational, educational, and family information. c. Care Coordination: ensures that the individual’s treatment and non
treatment needs are addressed.
3. The CRS shall be proficient in the primary case management skills of: engagement; evaluation of the client’s strengths and needs; service planning and goal setting; linking; monitoring; advocacy; and disengagement.
4. The CRS will master the full spectrum of the case management service activities and therefore, will have the ability to assess the needs and/or determine the level of care required based on placement guidelines and/or coordinate access to treatment services and/or develop and implement a comprehensive service plan to supplement the treatment episode(s) for those clients referred to Care Coordination services.
5. The CRS will be responsible for maintaining client records in accordance with the DDAP licensing standards, the DDAP manuals, and the TW Ponessa Drug & Alcohol paperwork policy & procedures.
6. It is the responsibility of the CRS Supervisor to ensure the CRS receives the appropriate supervision by a qualified supervisor that is cognizant and knowledgeable about drug & alcohol case management core functions as well as the recovery support services in the local system-wide services
7. In accordance to the CRS’s level of expertise, CRS assignments may initially need to be limited in scope of difficulty. As knowledge, skills, and abilities are acquired, variety and difficulty of assignments will increase with more latitude in judgment permitted. Work performed by the CRS will be regularly reviewed and scrutinized by the CRS Supervisor on a routine basis through scheduled individual supervision, scheduled group supervision, and performance evaluations.
8. The CRS will ensure that ALL individuals referred for a drug & alcohol assessment receive a level of care assessment in accordance to the parameters set forth in the DDAP licensing regulations governing all drug and alcohol provider licensed with the Pennsylvania Department of Drug and Alcohol Program Division of Drug and Alcohol Licensing
9. The CRS Supervisor shall ensure the CRS has proficient knowledge in the areas of:
a. Local recovery support systems;
b. Relevant Federal and State laws, regulations and policies, including confidentiality provisions;
c. Procedures for accessing appropriate local resources for the client and the client’s family members;
d. Medication assisted treatment (MAT) procedures;
e. Up-to-date information on the rights of clients involved in the criminal justice system in terms of treatment related policies, procedures and other relevant issues;
f. Level of care assessment procedures;
g. Group and individual treatment related dynamics;
h. Continuum of care;
i. Addictions;
j. Evidence-based treatment options;
k. Ethics;
l. Cultural competency.
10. The CRS shall facilitate and assist in the coordination of ancillary services for Clients during their treatment service episode. These ancillary services are typically available outside of the drug and alcohol treatment program itself and available through other local agencies. Examples of ancillary services include health
care, transportation, education, vocational training, and stable and secure living environments, and support networks.
11. The CRS shall facilitate Client access to available resources, promote participant retention in treatment and promote participant’s use of available support services.
12. The CRS shall enhance Client’s knowledge of service availability and promote participants’ self- sufficiency within the system, etc.
13. The CRS shall practice progressive disengagement as Client’s knowledge base grows.
14. The CRS shall assist Clients in the management of their recovery by ensuring that the resources to address the participant’s needs are in place, and that those resources are made available to all participants at the time the needs are identified. The act of case coordination will facilitate the identification of services offered to and utilized by the participant.
15. The CRS shall promote and enhance access to the continuity of care system available to the residents of the community at large.
16. The CRS shall understand and adhere to all state and federal drug & alcohol confidentiality laws and regulations.
17. The CRS shall complete necessary paperwork related to programmatic activities.
18. The CRS shall develop and review Recovery Plans.
19. The CRS shall transport Clients throughout environment as necessary.
20. The CRS shall be cognizant of all referral agreements, contact referral agreements, and QSOA’s with community agencies.
21. The CRS shall explore, recommend, and refer Clients to appropriate programs and services.
22. The CRS may be required to implement project outreach, training and education programs.
23. The COE Care Coordinator shall prepare monthly reports on program status and accomplishments.
24. The CRS may be required to work on special projects as assigned.
25. The CRS may be required to conduct educational seminars on recovery and program philosophy.
26. The CRS shall complete paperwork in order to maintain contact with Clients in treatment.
27. The CRS shall develop and adhere to the annual training activity plan as conjointly created with their immediate supervisor.
28. Over the course of time, it is expected that the CRS will: a. Acquire a thorough knowledge of the Guiding Principles of Recovery b. Understand the addiction process and recovery process as it relates to the
participant, as well as how it relates to the participant’s family, friends, colleagues, employer, community-at- large, etc.
c. Acquire and maintain knowledge of formal treatment services AS WELL AS non-clinical community-based resources that support recovery, early identification, engagement and sustention of the recovery process for individuals and families.
d. Retain a broad knowledge base of the treatment facilities and human services agencies providing services.
e. Acquire a knowledge of the current social, economic and health problems and available resources.
f. Acquire knowledge and skill set to present to groups the role of a recovery specialist, the treatment continuum, the process to access treatment services, the process to access funding, etc. o Demonstrate continuous effort to improve system, decrease recidivism among participants, and work cooperatively and jointly with other Recovery Specialists to provide best quality services.
29. The CRS may be required to complete all other duties as assigned.

Qualifications

Education requirements: A Bachelor's degree from an accredited college with a degree within the field is preferred. Two years or less of experience with recovery, SUD treatment, or working with clients is required.
